2000 215 ROVCTD

The data for this day was recovered from the backup logs
on seaspray because the datamanager on lobos was not
communicating with the datamanagers on pl-navproc or seaspray.

The oxygen and transmissometer data were lost because they
depend on the rovCtd program which runs on lobos.  rovCtd
calculates derived values from raw datamanager items.

The orignal logger file from lobos is stored as
2000215rovctdlogr-original-lobos.dat.gz

To get the seaspray logger file 2000215rovctdlogr.dat.gz to
process, I replaced all ,0,0, inwater indicators with ,1,0,
and then inserted inwater change headers from a proper logger
file and modified the datetimes and dive numbers.
